North Tyneside Council 'no casino resolution' to be heard at full council in November

All North Tyneside councillors will have the vote and say on the resolution in November.

A “no casino resolution” will be heard before a North Tyneside Council meeting in November.

North Tyneside Council’s cabinet agreed that its gambling policy, which needs to be reviewed every three years, including the reinstatement of a “no casino resolution” will be voted on by the full council on November 21st. The council also previously passed the same resolution in 2021.

The council’s draft policies were subject to a 6-week consultation beginning on July 8, 2024. In total, 16 responses were received and were recorded in the council’s report as a mix of residents, local businesses and agencies.

No respondent was opposed to the passing of a further “no casino resolution”, which would be policy re-enacted for a further three years.

Cabinet member responsible for public health and wellbeing, Coun Karen Clark said: “The policy covers the responsibilities of the authority for licensing gambling activities, which includes protecting vulnerable people from being exploited by gambling.

“It should be noted, however, that our licencing powers do not extend to online gambling. This is an area that the Gambling Commission regulates. Nevertheless, online gambling is a matter we take seriously, in particular the associated addiction problems it creates.”

In addition to the casino resolution, the gambling policy means that licenses can only be issued where the council is satisfied an application will fulfil the three licensing objectives. These objectives are:

  • Preventing gambling from being a source of crime or disorder, being associated with crime or disorder or being used to support crime
  • Ensuring that gambling is conducted in a fair and open way
  • Protecting children and other vulnerable persons from being or exploited by gambling

The council's-consultation generated strong reactions, with respondents taking a generally negative view of gambling.

One anonymised respondent stated in writing: “I believe that gambling should be made as hard as possible as it is very detrimental to many people. Nobody, other than the owner, can win in the long run and owners make it as attractive as they can.”
