Colonel Hkun Okker announced the formation of the Pa-O National Liberation Organization (PNLO) (NCA-S) and his role is as chairman on October 9.

On September 10, PNLO patron Colonel Hkun Okker announced that he was resigning from the Pa-O National Liberation Organization (PNLO) and founded the Pa-O National Liberation Organization (PNLO) (NCA-S) as the group led by Colonel Hkun Thurein violated the Nationwide Ceasefire Agreement (NCA) and carried out attacks and military operations.

According to the current situation, the leading group is the chairman, Colonel Hkun Okker, General Secretary Major Hkun Min Thein and the joint secretary general Nan Yin Yin Soe for the public's interest, said Col. Hkun Okker.

In this announcement, Pa-O national leaders based on the national equality and liberation of Pa-O people start founded the Pa-O National Liberation Organization (PNLO) in 1949. In 1958, under the leadership of Pyar Bua U Hla Pe, the PNLO exchanged arms with democracy. In 1976, PNLO changed its name to PNO/PNA. In April 1991, the PNO/PNA led by U Aung Kham Hti reached a ceasefire agreement with the government. In 1991, the Pa-O People's Liberation Organization (PPLO) was formed under the leadership of Colonel Hkun Okker, and was reorganized into the PNLO in 2009.

After that, the PNLO led by Colonel Hkun Okker signed the Nationwide Ceasefire Agreement (NCA) in 2015, obtaining legitimacy and to continue the equality of Pa-O people, peace and development. The PNLO began with the leadership of Colonel Hkun Okker as the chairman, elected alternate chairpersons democratically, and Colonel Hkun Okker is taking role as the leading patron to maintain the policy.

However, in 2024, the current chairman deviated from the group's policies and threw away the NCA and started local conflicts that affected the peaceful development of the Pa-O people. Most of the Pa-O areas have lost stability and the lives and property of the residents have also been lost, according to Colonel Hkun Okker's statement.

Therefore, with a view to the peaceful development of Pa-O people, security and peace, the leading patron will take charge of the chairman in emergency situation in accordance with the constitutions of the Pa-O National Liberation Organization, and reorganize the Pa-O National Liberation Organization (PNLO) (NCA-S) to continue to follow the path of the Nationwide Ceasefire Agreement (NCA), the statement said.
