Cabinet clears Rs 6,000 crore scheme to boost research and student growth

The Union Cabinet, led by Prime Minister Narendra Modi, has announced the launch of the One Nation One Subscription (ONOS) scheme, a transformative step to enhance research and academic access across India. This Central Sector Scheme, starting in 2025, aims to provide over 1.8 crore students, faculty, and researchers access to nearly 13,000 e-journals from 30 renowned international publishers.

Covering more than 6,300 higher education institutions and central government R&D laboratories, including those in rural and Tier 2 and 3 cities, ONOS ensures equitable availability of high-quality academic materials. The initiative will be implemented by INFLIBNET, an autonomous body under the University Grants Commission (UGC), with a budget of Rs 6,000 crore allocated for 2025–2027.

Aligned with the National Education Policy (NEP) 2020 and the goals of Viksit Bharat@2047, ONOS seeks to foster core and interdisciplinary research while elevating India’s standing in the global academic ecosystem. By centralising subscriptions for scholarly resources, the scheme will streamline costs and boost innovation and Atmanirbharta in education and research.

The Department of Higher Education will oversee the development of a unified digital portal for seamless access, supported by nationwide awareness campaigns to ensure maximum adoption and impact across institutions.
