ASFASM seeks modification in the draft UGC regulations
by The Hindu Bureau · The HinduThe Association of Self-Financing Arts, Science and Management colleges of Tamil Nadu (ASFASM) have sought modifications in the Draft UGC (Minimum Standards of Instruction for the grant of undergraduate degree and post graduate degree) Regulations.
The draft regulations propose too many sweeping changes, and it will be challenging to adopt all of them at once. These regulations must be revised and reframed to introduce changes in a phased manner.
The association secretary, T. Sethupathi, said that step-by-step approach will ensure effective adoption and successful implementation, allowing room for corrective mechanisms as needed. Higher educational Institutions include both universities and colleges. However, the regulations seem to address both categories under single framework. There is no specific reference to funding or support to enhance infrastructure, particularly for colleges. The absence of funding support is a critical gap that must be addressed.
He also added that many universities and colleges already face declining annual admissions or are on the verge of progressive closure, leading to significant financial losses for the management and loss of employment to teachers and non-teaching staffs. Biannual admissions may benefit only large and popular institutions. The introduction of multiple entry and exit points for students pose challenges for the colleges. Colleges require university approval for the total number of students admitted per programme. Even within the vocational programme, obtaining approval and assessment from the National Skill Development Council (NSDC) is a herculean task. The extensive changes proposed for post graduate programmes could disrupt the PG admissions. For the post of Assistant Professor, a candidate with a PG degree in first class should be considered for teaching the undergraduate level.
He requested the UGC to consider these points and make appropriate modifications to the draft regulations to ensure that they are practical, inclusive and beneficial to all stakeholders in the education system.
