Married police officer who slept with young rookie 'should have known better'

Married chief superintendent Daniel Greenwood broke Covid lockdown rules for sex with young PC whilst sitting on misconduct panels for other officers

A disgraced senior police officer who bedded a young rookie “ought to have known better” as he sat on a misconduct panel for other officers, a hearing was told.

Daniel Greenwood, 41, quit his £103,000-a-year post after his affair with a “vulnerable” student PC 17 years his junior was uncovered.

The married chief superintendent, who served as Bradford’s district commander, resigned before he was fired, a West Yorkshire Police misconduct panel heard last week.

Greenwood broke Covid lockdown rules for sex with Caitlin Howarth – called “Miss A” by the panel – when she was 21 and just weeks into her career.

He helped her get the job and the pair spent more than 18 months swapping flirtatious texts.

When the affair came to light after a man Ms Howarth was seeing was arrested for dealing drugs, Greenwood attempted to perform a factory reset on his phone, the panel heard.

Now we can reveal that in 2021, around the second time he had sex with Ms Howarth, he was sitting on a panel that found ex-PC Andrew Bell guilty of misconduct for having a relationship with a “vulnerable” woman.

Bell, who also posted an indecent picture of himself on a swingers site, quit the force.

John Beggs, KC, for the police, told Greenwood’s hearing: “Sitting on this panel ought to have helped [him] appreciate that what he was doing with Miss A was inappropriate.

“She was vulnerable by reason of her age and rank and status as a probationer.”

Greenwood, who served for 21 years, was silver commander in charge of Bradford’s Covid response and had even been tipped to become assistant chief constable.

He has been barred from policing indefinitely and now runs a cheese firm in Eldwick, West Yorks, making Brie By Gum and Summat Stinky.

Miss Howarth, 24, who quit last year, faces misconduct proceedings.
