Moment black girl, 13, is handcuffed by Baltimore cops

The incident happened in Baltimore on October 12 and has since sparked fury online, with many saying it was an example of racism and unfair treatment.
But an arrest report seen by DailyMail.com saw an eyewitness allege that the girl - believed to be 13 - launched an unprovoked and violent attack on the woman.
She did so while a baying crowd encouraged her, it is claimed.
A clip shot after the altercation had finished showed onlookers screaming at cops and supporting the girl.
But an incident report seen by DailyMail.com reveals police arrived at the scene, near the water at 301 Light St, to find the juvenile 'with her entire body on top of the adult female.'
The little girl was seen punching the blonde woman and pulling her hair, according to the report.
The woman told authorities that the little girl approached her while she was on her afternoon run and said 'I'll f**k you up.'
'[The woman] told the juvenile that she would defend herself and hit her back,' the report read.

She told officers her $200 sunglasses were broken during the melee, but refused medical assistance.
Meanwhile, the reporting officer said he attempted to stop the young girl in an effort to get her version of events, but she 'continued to walk away.'
He and another detective 'placed [the juvenile] in handcuffs to prevent flight and investigate the incident.'
The girl eventually told officers she was walking near the other woman and swinging her hands in the air, when the woman 'said something to her and put her phone in her face,' prompting the young girl to lash out.
The little girl suffered a minor scratch to her upper lip.
Officers called the teenager's 33-year-old mother, who said she was 'unable to come to the scene and take custody,' but asked authorities to bring her daughter home.
A witness later told the officers that she saw the entire saga unfold. The witness reported hearing the young girl tell the woman to 'move her phone or she would beat her up.'
The witness also reported watching the teenager 'punch [the victim] so hard that she could hear the punch.
'She observed [the juvenile] put [the woman] in a chokehold... punch and kick her,' the report stated.
The person filming the incident, known by his TikTok username CongoLarry, urged the girl not to speak with officers until her mother arrived.
'Baby girl, don't talk to them. Wait until your mother gets here, don't say nothing to them,' he said.
The girl, wearing blue tracksuit pants, a black jumper and bandana, rubbed her elbow and appeared to inspect her wrists when an officer eventually took the cuffs off, about six minutes after video of the incident began.
She avoided eye contact with one of the officers who was trying to talk to her.
Once the handcuffs were off, she was seen taking a tentative step away from him, prompting him to take two steps closer.
Under Maryland law, officers are not permitted to question children without the presence of an attorney, or until a parent has been notified.
The Child Interrogation Protection Act was enacted in 2022 and has sparked frustration within law enforcement ranks, making it more difficult to investigate juveniles.
There are petitions underway to overturn the act.
The girl pulled out her phone and called over a boy who had been watching from a distance. The duo spoke briefly before the girl made a phone call.
About a dozen officers remained on the scene.
