On September 23, the Chin Defense Force (Hakha) group announced in the Chin language on their social media page that they would shoot Non-CDM (Civil Disobedience Movement) staff on sight in Hakha, Chin State.

According to a report by Chinland News, some members of the Chin ethnic community have commented on the CDF (Hakha) group's statement, expressing their disapproval of shooting Non-CDM staff as announced, and suggesting that arrests should be made instead.

Chinland News further noted that CDF (Hakha) might be warning staff who would participate in conducting the national census rather than targeting all Non-CDM staff.

Since February 1, 2021, 8,100 individuals, including teachers, ward and village administrators, monks, nuns, and healthcare workers, have been killed under accusations of not joining the CDM or being labeled informants.

On the other hand, according to AAPP's records, as of September 25, 5,694 people have died due to actions by security forces of the State Administration Council (SAC), though the SAC’s information team has previously dismissed these figures as unreliable.

Based on reports from both sides, more than 13,000 civilians have died since February 1, 2021.
