The Delhi government will conduct the 'Parakh Rashtriya Sarvekshan 2024' on December 4, involving students from Classes 3, 6, and 9 in selected government and private schools, officials announced. This nationwide survey aims to provide an in-depth assessment of India's educational progress, aligning with the objectives outlined in the National Education Policy (NEP) 2020.
The survey will be carried out across a selection of schools, including government, government-aided, central, and private institutions, according to a circular issued by the Directorate of Education (DoE). The DoE has also provided detailed guidelines to the heads of the selected schools, directing them to ensure the survey is conducted seamlessly.
Schools must remain open on December 4, with all other activities suspended for the day. Evening schools included in the survey sample are required to ensure the presence of all students from the selected grades, along with their teachers and heads of institutions, during the morning shift.
The teachers of the selected students are required to complete the teacher's questionnaire, while the head of the institution must fill out the school questionnaire.
Furthermore, a team consisting of an observer and a field investigator will arrive at the school before the morning assembly to supervise the process.
GUIDELINES FOR SURVEY ROOM SETUP AND MATERIALS HANDLING
According to the circular, schools must arrange a spacious, well-lit room on the ground floor with seating for 30 students, ensuring proper ventilation, sanitation, and access to drinking water. The attendance register for the selected section should be provided to the field investigator, and all necessary support and resources must be extended to ensure the survey is conducted smoothly.
The Department of Education (DoE) has specified in the circular that only blue or black ballpoint pens should be used for the survey. All survey materials, including OMR sheets and question booklets, must be returned to the investigator and observer once the assessment is completed.
For schools with children with special needs, additional provisions must be made, such as allowing an extra 30 minutes to complete the test and arranging for a scribe if necessary. The circular stated that the scribe's assistance must be provided for the full duration of the assessment.
It further clarified that the initiative is a mandatory national-level study with district-level reporting, and no individual rankings or comparisons between schools will be made.
