Plymouth's 'new town' with 2,000 homes once again delayed

Long-awaited plans for a 'new town' which could see up to 2,000 homes built on the edge of Plymouth have been delayed again. South Hams District Council councillors debated the scheme for 2,000 new houses in Woolwell on land set aside for development in the Joint Local Plan for eight hours at a meeting on Thursday.

The transformation of Woolwell has been mooted since 2015 - when council chiefs unveiled a controversial scheme to create a 228-acre community there – along with around 2,000 new homes.

Councillors had been recommended to approve the two schemes which Barwood Land had submitted all the way back in January 2020 at the planning meeting.

The first application is for up to 360 dwellings, new access points from Towerfield Drive and Pick Pie Drive and site infrastructure. The second was for up to 1,640 new dwellings, up to 1,200 sqm of commercial, retail and community floorspace, a new primary school, areas of public open space including a community park, new sport and playing facilities, new access points, vehicular, cycle and pedestrian links, and the other associated site infrastructure.

However after all day of debate, members unanimously agreed to defer the decision to have further debate over the 12.5 per cent level set for affordable housing and the access to the development through Pick Pie Drive.

The land at Woolwell is the largest residential-led development within the Plymouth and South West Devon Joint Local Plan. The South Hams District Council Development Management Committee are next scheduled to meet on December 19, where the scheme is likely to be debated again after the deferral last week.
