Frank Rusa Nyakaana, director for legal affairs at Kampala Capital City Authority (KCCA), has been appointed acting executive director, two days after the dismissal of Dorothy Kisaka.

The appointment was confirmed in a letter signed by Yunus Kakande, secretary in the Office of the President, stating that Rusa's new role takes immediate effect.

“Following the dismissal of Ms. Dorothy Kisaka as executive director of Kampala Capital City Authority, in the public interest... you are hereby assigned the duties of executive director. You will hold the position until a substantive office holder is appointed by the appointing authority. The assignment takes immediate effect,” reads part of the letter.

The letter further directs Rusa to submit quarterly reports to the head of Public Service and secretary to Cabinet, with copies to the minister in charge of Kampala city.

In related developments, Robert Nowera has been appointed as deputy executive director of KCCA, replacing Eng David Luyimbazi. Nowera previously served as KCCA’s director of revenue collection. Additionally, Sarah Zalwango Karen has been named acting director of public health, replacing Dr Daniel Okello.

These leadership changes came after President Yoweri Museveni dismissed Kisaka, Luyimbazi, and Okello following the Kiteezi landfill disaster, which resulted in the death of over 35 people. The president acted upon a report from the Inspector General of Government (IGG).

Since the tragedy, authorities in Kampala and surrounding areas have been searching for alternative dumpsites, leading to a buildup of garbage across the city.
